What is a touch capacitive switch?

A capacitive switch simply measures the change in capacitance, when you touch the switch it disturbs the switches own electrical charge and reacts depending on its operation. E.g. A short touch will signal ON or OFF , a long touch will Dim the light Up or Down.

Can the blue light around the switch be disabled?

Yes, there is a small micro switch on the back of the base which will enable or disable the blue light around the switch.
