Yes the RCBO is in an active protection state while off-grid (Inverter Mode).
During off-grid / Inverter mode the Inverter outlets are protected by the MCB function. However if wiring to multiple outlets, best practice you should have an MCB installed to isolate each individual outlet.
The MCB (miniature circuit breaker) can only detect current overloads, the RCBO can detect both (Residual Current Device + Overload Protection).
Yes, when wired to the built-in AC Transfer switch, during inverter by-pass mode the Inverter outlet must feed to the vehicle inlet RCBO then to the circuit breakers like usual. This must type of setup must carried out by a licensed electrician.
